Mr. Warren is Director of the Transportation Division for Horizon Engineering Group. His background includes planning, preliminary engineering, final engineering design and construction administration services in diverse areas of expertise including roadways and highways, land  development,  sanitary  collection  and  water  distribution  systems,

stormwater management and permitting,  and  educational  facilities.  His

Scott P. Seck, PE

Mr. Seck has experience in roadway design, intersection improvements, signing and pavement marking plans, and temporary traffic control plans. He has been either the project manager or the senior project engineer for Design-Build projects, Interchange projects, major widenings, intersection improvements, and RRR projects. He has been responsible for the preparation of numerous pavement design packages, typical section packages, lane closure calculations, design variation, utility  exceptions  and design exceptions. In addition, he has

been involved in public hearings, public meetings, and preparation of technical specifications, and expert witness testimony for right-of-way acquisition on roadway projects.
